The Damocles principle, which emphasizes the great responsibility that comes with power, serves as a guiding light for navigating the challenges of implementing AI in municipal governance.

To address these challenges and ensure responsible AI governance, municipal leaders should develop and implement a comprehensive plan. This plan should include establishing an AI Ethics Committee to develop guiding principles, conducting comprehensive AI risk assessments, prioritizing transparency and public engagement, implementing robust AI governance frameworks, ensuring AI fairness and non-discrimination, prioritizing AI safety and security, fostering AI literacy and public understanding, collaborating with experts and peers, and planning for long-term and continuous improvement.
The Damocles principle serves as a powerful reminder that the development and use of AI in local government is not just a technical issue, but a governance issue with profound implications for public trust. Municipal leaders must educate themselves, engage stakeholders, invest in capacity, and proactively govern AI in the public interest.
